Dear Dr. Kodituwakku: I was delighted to see that Sri Lankan Airlines started buying fresh fruits and vegetables from Uva farmers instead of foreign sources as a result of a UNDP program. It is sad to hear that on this instance and many others Sri Lanka fulfill her needs from foreign sources letting down goods and services of our own people. To my knowledge, food supply for the military is another good example. What can you do in the new government to encourage full utilization of our internal resources before turning into those of foreign countries, which not only magnifies the poverty of our own people but also widens our trade gap?

It is interesting to note that you have no dealings with the LTTE at present but you will be inviting them for negotiations once you are in power. I think that is the way forward. However, you will have to come up with something more than the Constitutional reforms recommended by the PA (which was rejected by the LTTE and the Sangha for opposite reasons) to satisfy the LTTE. How are you going to get the blessings of the Sangha?

Ever since the war started against the LTTE,we are given exaggerated casualty figures for the terrorists and suppressed figures for the soldiers.Presumably this is to keep the morale of the forces high. In reality, since 1978 my guess is that we may have lost 20,000 to 25,000 soldiers lives in this bloody battle.Are you going to be honest in conducting the war and release true figures and keep the public informed instead of burying our heads in the sand and thinking that everything is wonderful in the war front?Will you also allow media present in the North and east without gagging the press?

It is my sincere opinion that politics in Sri-Lanka has become gutter politics in the last few decades.The ethnic issue has been used as a political football by both parties in power.I am not at all surprised that the Tamil people do not trust the parties in power. SJVC and GGP were not terrorists and what did they achieve through democratic process? The only way to eradicate terrorism is to ensure that they are not given a reason or an opportunity. What is that UNP can offer to the Tamil people which was not offered in the past 52 years of Sinhala rule?

Questions in 3 part. (1) Do you really think that there is a threat to the Sinhala race by the Tamils taking over and the need for Sihala Urumaya to defend the Lion race and safeguard their rights? (2) I believe that religion is a discipline and that it should be kept out of politics. The political influence by the Budhist clergy on the sinhala masses causes the politicians to come up with knee jerk reactions with elections in mind. Dear Dr Karu, Sri Lankan politics needs more genuine academicis irrespective of the colour of their party, because our country has a very high percentage of graduate unemployment, so that, they always believe "a kick from a wise is better than a kiss from a fool. I would like to make one important suggesion, give more oppotunities to the unemployed Sri Lankan graduates to involve in politics go to the parliment and other legislative counciles. As the largest single political party of the country, if the UNP implements such an intelligent policy the others should have to follow UNP for their survival, and eventually the whole country would be benifited. I agree with you that competitive positioning of our Country in this Information Age depends to a very great extent, on computing power and high technology manufacturing. It was recognising this need, that the UNP Government, when in power, established a separate Ministry for Science and Technology. In 1977, The whole of Government Sector had only one computer, installed at the Examination Department. Since 1994, it is unfortunate that not much has happened. The UNP shall, on assuming power, pursue investment policies designed to enhance Computing Power and High Technology Manufacturing within a short/medium term. These policies will particularly encourage and target foreign investment. Attention will be focused to also ensure adequate investment for Research and Development with emphasis on training on scientists and engineers. In reviewing, our strategies relating to this area, we would welcome the contribution of able Sri Lankan Scientists living abroad.

Poorest of the poor were have always been the focus of special attention of UNP regimes. When UNP pursued an Open Economic policy, it had adequate safeguards to protect the poor. Janasaviya was designed and implemented for this purpose. Speedy expansion of the Ready Made Garments Industry into the remote areas of the Country and the Gam Udawa Program in undeveloped areas ensured income opportunities to the poorest of the poor. Even when the Government Owned Enterprises were privatised, they were structured as peopleisation and distributed a certain percentage of Shares to the workers. Our future Policies will be designed to go further and to quickly to alleviate poverty. My Postgraduate studies have been in Agricultural Economics whilst my first Degree is in Monetary Economics.

I would like to ask Dr. Karunasena Kodituwakku UNP and LTTE link up The UNP candidate from Batticaloa District Mr. S. Mamangarajah in an exclusive interview with the Daily News of Sept. 21st had stated that “The UNP had no problem in campaigning in the uncleared areas with the permission of the Tigers.” After this revelation one can no longer doubt the link between the UNP and LTTE. What the voters throughout the country should then ask is: Firstly. What kind of free & Fair election can we expect when in one part of the country by the grace of the LTTE only one party is allowed to campaign and vote? (the E.U. election and other foreign and local observers, Paffrel etc. please note.) Secondly. What has the UNP privately or secretly offered the LTTE in return for this special favour? Thirdly. What would be the national consequences if as a result of this link up, a party which has come to some underhand agreement with the LTTE were to obtain a majority in parliament? It is possible that the LTTE taking advantage of this alliance may even have infiltrated one of its cadres into the UNP list. I worked at distilleries corporation for 20 years.This company was privatised when U.N.Pwas the goverment .the person who brought the company name is harry jayawardana. After that meny employers were sacked with out no reason .All employes complained to the presidentiol commison but there were no anwsers.All other employes were send with out no compansation.Becoming U.N.P goverment wiil they arrange our compansation as soon as possible? An amendment of the Constitution should be done only with a broad consensus among the diverse and significant parties and groups. In 1972, the views of Tamil groups were not accommodated and the situation in North and East started deteriorating resulting ina war that continues todate. If the Draft Constitution had been allowed to go through the south also would have been set on fire probably affecting once again the lives many people. Is that some thing that we should allow to happen? Also there were many provisions in it to which UNP did not agree. Although in bits and pieces it was made available to the masses, the whole document was not made available to the people or even to the Members of Parliament in time. We must give sufficient time for people to evolve a consensus.

Please do not think that I am a supporter of this new part but after reading the interview yesterday in your Web site with one of the Lady members, to me it makes a lot of sence what she is talking about. I have being out of the country for the last 25 years BUT has always followed what is going on in S.L. My personal feeling is: First the UNP and now the PA has never solved the LTTE issue honstley. She is right, nobody in the Governing parties are concerned about the Majority of the country. Dear Mr Earl J Perera, My sincere thinking is that we do not require a separate party like Hela Urumaya for Sinhalese to have a bargaining strength. UNP is a party consisting of all ethnic groups including the Majority Sinhalese. It has not let down or compromised the interests of Majority Sinhalese at any time. That is why UNP also opposed the proposed Draft Constitution Bill in August 2000. Hela Urumaya is yet another division of our Society on an ethnic basis which should be avoided as much as possible. What we should aim at doing is to bring these ethnic groups together and not divide. With regard to the learning of Tamil Language, I think all should be encouraged to learn Tamil.

I cannot agree with your assertion that the Executive Presidential system necessarily leads to corrupted and violent elections. This did not happen at the General Election in 1994 when Honourable D B Wijetunge was the President and Our Leader Ranil Wickremasinghe was the Prime Minister. Nevertheless we have taken a policy decision to abolish the Executive Presidential System of Government with the support of the other Parties as well. We should also state that the decent conducting of elections in the current framework appears to depend on the integrity of political leadership. We realise that we cannot leave this to be heavily dependent on political leadership. We should strengthen the legal and institutional fame-work further. Therefore UNP stands firmly committed re-establishing a new political culture; free of corruption, thuggery and naked political favouritism and considers it a priority, the establishment of the Election Commission and Police Commission.

The decent conducting of elections within the current framework appears to depend on the integrity of political leadership. I wish to point out that last general election, as admitted by the Election Commissioner himself, was a free and fair election because proper leadership was given to it by our Leader Ranil Wickremasinghe. The UNP opposed press nationalization when it was in opposition, but did not reverse nationalization and control when it was in power. If the UNP forms a government after Octo. 10, what specific steps will it take to undo nationalzation, state control, and interference?

Dear Mr Kodithuwakku, As we all agree the standard of politics in Sri Lanka has deteriorated to the lowest ever level that a fair number of educated and professinal members of our society feel that there is no place for them in it and have lost their faith in all political parties including yours. And our politics dominated by currupted men and women, who trust only on thuggery and terror in winning and securing their places. Apart from that, I personally feel that the basic political and social culture prevailing in our society is that " you should cheat whoever trusts you". Would you tell what measures have your party and you personally taken in order to change this conception ? Do you intend to keep the SLBC, SLRC under the direction of the Minister of Media or any other government appointed body? Do you intend to establish a broadcasting regulatory authority independent of Government and Private intersts? Do your government(if elected) will support the policy of issuing licence to low power comunity radio? Do your government(if elected) will take mesaures to radio broadcast parlimentary meetings simultaneously and with no descretion so the people will become more aware of what their elected representatives are discussin in the parliment? Under UNP, Government Electronic Media will be restructured following BBC model in discussion with the concerned parties, relaxing the Government Control and broadbasing ownership. Broadcasting the proceedings of Parliament and the Select Committees will be a matter for the governing bodies that will then manage the media. As stated in our Manifesto, the Media Reform Bill that has been willfully delayed by PA, will be enacted and action will be to taken to enhance further media freedom in discussion with Media Representatives. This is considered a priority by UNP in view of its commitment to strengthen Democratic frame-work leaving no room for abuse again.

The UNP was against the constitutional reform proposed by PA. UNP says it will find a solution which will be accepted by both LTTE and Monks. But every one are aware that no such solution will exist. Will your UNP declare before election that what is that 'Solution' which will be accepted by both LTTE and Budhist monks. Is not it a hypocracy and the UNP also has a military solution like the latest stand by PA. Why does the UNP want the religious people involve in politics? After election will the UNP change its stand? Is it true only until 10th October 2000?

UNP believes that constitutional amendments to solve the ethnic problem should be carried out with the consensus of all major political and social groups whether they be political or religious. We should not be negative that a solution to this problem cannot be found. Many countries that experienced more difficult problems than ours have resolved them because they worked at it perseveringly. UNP will pursue two principles and they are very clear. The doors for a dialogue will always be kept open whilst dealing with terrorism as appropriate.

As noted by you, reality may be that All Sri Lankans are having a common problem of low economic development. Yet the perception appears to be different in that the Tamils claim they have certain aspirations to be fulfilled. It is only a persistent dialogue that could bridge the gap between the reality and perception. UNP, therefore has two principles and they are very clear. Question No 1- Unemployment, The increasing trends of Politicization of the Government machinery, reluctance of those in positions of power to work meritocratically and corruption appear to be the main reason why the Youth are attracted to JVP. . The UNP Govt. will therefore give the highest priority to implement the new development strategy outlined in the Manifesto to generate more employment opportunities within a reasonable span of time. Question No 2 - UNP has not failed to implement the plans when they were in power. The failure on the part of the Governments of formed by SLFP and its allies is the lack of experience and support for the Private Sector,being hamstrung by their obsolete and negative ideologies. Question No 3 - The difficulty to keep abreast with ever changing world or Asia I believe is because of a lack of a right Vision and Leadership which UNP has in Leader Ranil Wickremasinghe.

If the UNP comes in to powere and formes a government with a majority of less than 2/3 they cannot impeace the president. To the best of my knowledge the president can only dissolve parliament after on year. But I am also aware that there are porvisions in the present constituiton where by she as the finance minister can put forward an appropriation bill( ie budget)and if this is rejected by the parliament the president has the authority to dissolve parliament. Does this mean as certain people in you party have stated that they will be opposing the appropriation bill, parialment will be dissolved and we will be going to poll again ? The next UNP Government, which is a certainty, would be required to work with the existing President. It will perform its functions effectively as expected by the Constitutional experts who drafted this Constitution. This will be an example for the future Governments. However I should also state that the President shall NOT be the Minister of Finance in a UNP Government. It would be her duty to invite the person who commands confidence of Parliament to be the Prime Minister. It will naturally be the Leader of UNP. It is in consultation with him that the President shall appoint the Cabinet of Ministers. President MAY assign to herself any function. Yet we are certain that President would not try to retain the Ministry of Finance or any other Ministry without the concurrence of our Leader considering the Political fact that UNP is elected to Power with a mandate to implement its own package of Economic and other Policies and not those of PA . In any event we will not provide an opportunity to the President to dissolve the Parliament before the end of its term. There are adequate provisions and processes provided for in the Constitution to ensure the cooperation of the President.
